Organization’s Profile

TI Portugal is an independent, non-governmental organisation and the Portuguese Chapter of Transparency International’s anti-corruption global network. In addition, it is an Ordinary National Member Organisation of the UNCAC Coalition; the Civil Society Focal Point (CSFP) for the Community of Democracies; and member of Tax Justice Network, Whistleblowing International Network, Open Spending EU Coalition and Open Government Partnership Portugal.

Organization’s Experience

TI Portugal is a member of the UNCAC Coalition since August 2022, assisting the implementation of the Coalition’s agenda in key priority areas such as Transnational Corruption, Asset Recovery, Beneficial Ownership Transparency, Conflicts of Interest/ Disclosure of Assets and Interests, Money Laundering and Public Procurement.

Candidate’s Profile

Margarida Mano, with a PhD in Management from the University of Southampton, is Vice-Rector for Quality, Innovation, and Development at Universidade Católica Portuguesa and President of the Board of Directors of TI-Portugal and also of FORGES (Association Forum for Higher Education Management in Portuguese Speaking Countries and Regions). She served as Minister of Education and Science in the XX Government of the Republic (2015) and as a Member of Parliament in the Portuguese Parliament in the XII Legislature (2015-2019). She has held management positions at the University of Coimbra (Vice-Rector, Pro-Rector, and Administrator) and in Banking (Millennium BCP and BPA).

She teaches Economics (economic policies) and Management (strategic management, institutional evaluation, and quality management) and is a specialist in Change Management and Governance Models in Education. As a founding member of international university networks (RAUI, HUMANE, and FORGES), she has participated in several projects and international panels in the education sector. She is also currently a member of the board of the Order of Economists.

Contributions to the Work of the Coalition

TI Portugal, as the Portuguese chapter of Transparency International, is active in numerous areas of civic intervention, helping to strengthen integrity systems by reporting irregularities and crimes, monitoring public policies, and implementing innovative tools, instruments, and methodologies to prevent corruption and the misappropriation of public funds. We would like to contribute in areas and issues where we have extensive expertise by helping to strengthen the fight against money laundering through the transparency of beneficial owners; the fight against transnational corruption; integrity in politics and the mechanisms to prevent conflicts of interest; lobbying regulation; transparency in public procurement and in the allocation of European funds; transparency and anti-corruption practices in the public sector; the implementation of anti-money laundering and anti-terrorist financing systems; fighting for the application of the law and regulations in different sectors; and whistleblowers protection.
